Forecast Looks Sunny For Florida’s Potential Adult-Use Cannabis Market

By 2028, BDSA predicts Florida will be the second-largest cannabis market in the U.S., just behind California.

The cannabis industry will be watching Florida closely on Election Day this November, as the state’s voters will be deciding on adult-use cannabis initiative Issue 3, spearheaded by Smart & Safe Florida, a constitutional amendment that needs a 60% supermajority support for approval. Cannabis Business Times recently spoke with Brendan Mitchel-Chesebro, an analyst with BDSA, about the research and intelligence firm’s predictions for the market and its optimism that adult-use legalization will be approved and begin next year.

“We think that just given the trajectory of the market so far and given how strong consumer participation growth and patient growth has been in Florida, we do think it's a really big opportunity, and we are very confident that it's going to be the second-biggest market by 2028,” Mitchel-Chesebro said.
