About the Data: It is too early to tell how many of the state’s local governments will prohibit adult-use cannabis sales, as most are still making decisions in this very new market.

As of late February, 10 out of 57 cities, towns and villages—so 18%—have opted to ban cultivation, manufacturing and sales, according to the Delaware Office of the Marijuana Commissioner (OMC).

About Delaware’s Adult-Use State-Legal Cannabis Program: Delaware became the 22nd state to legalize adult-use cannabis when Gov. John Carney allowed House Bills 1 and 2 to be enacted without his signature in April 2023. Adult-use sales “should begin by spring 2025,” according to the OMC.
