About the Data: The state nor its Cannabis Regulation Oversight Office (CROO) maintain a list of the 102 counties, 1,433 townships and 1,288 municipalities (per the U.S. Census Bureau) that have opted out of adult-use cannabis sales.

(The CROO shared with Cannabis Business Times “not nearly comprehensive” information from Prevention First—an Illinois nonprofit that works with local communities to prevent drug and alcohol misuse—on 13 Illinois communities that Prevention First had verified as opting out of adult-use sales as of summer 2023.)

About Illinois’ Adult-Use State-Legal Cannabis Program: Illinois became the 11th state to legalize adult-use cannabis when Gov. JB Pritzker signed House Bill 1438, the Cannabis Regulation and Tax Act (CRTA), into law on June 25, 2019. Adult-use sales began Jan. 1, 2020.
